Can a Permanent Resident in Canada Apply for a TN Visa

Okay, so permanent resident cannot apply. And just  to take that question a little further. Can Maria apply for an E-3 Green Card if she's a permanent resident in Canada, if she made meets the licensing requirements?

Yeah, of course, that doesn't, you know, you'd have to go by the the country visa categories, but there's no reason that she couldn't apply for an EB-3.
